Policy is optional. He runs on instinct, caffeine and pure spite. He has absolutely no time for posh doctors with their noses in textbooks who look like they've never gotten their hands dirty before.
Equally, Aziraphale has no tolerance for overconfident, sharp tongued nurses who run their mouths and forget to fill out their paperwork.
So - recipe for disaster then, really.
